Europe is still winning the AI boom in 2026: just not in foundation models

By 2026, Europe’s AI story looks different. The region seems stronger at putting AI to work than at producing foundation models on the scale of OpenAI or Google.

That shows up in a few obvious places. SAP is pushing AI further into enterprise software. Siemens has raised its outlook on AI-related data-center demand. ASML remains indispensable because of its lithography machines. And services firms like Capgemini and Sopra Steria are picking up more work as companies add AI and deal with governance, security, and compliance at the same time.

The size of the opportunity is clear too. Europe’s AI market is projected to grow from $35.55 billion in 2025 to $234.63 billion by 2034, and startups pulled in a record $23 billion in the first half of 2026. That’s up 130% from a year earlier and accounts for 55% of regional venture capital. Adoption, though, still varies a lot across the region: Denmark was near 28% in 2024, the EU average was 13.5%, and France was still below 10%.

If you’re watching the next phase of AI, Europe has a real case for attention. Airbus, Bosch, and Stellantis have the kind of real-world data that matters for robotics, automation, and physical AI. The EU AI Act, passed in March 2024, also put in place the first broad risk-based rulebook. The weak points are still there: dependence on foreign model makers, and a startup funding pool that’s heavily concentrated, with 73% of that $23 billion going to just 38 companies.
