Play books is a nice choice for free books, but you are limited to those available on the play store, as far as I am aware. There are some nice apps available that allow you to compile collections from different sources.

I needed a book reader to be able to read multiple book formats. Aldiko Book Reader does the job and looks good doing it.
Amazon Kindle is a free cross-platform to download and use. With this app, you can carry with you all the ebooks you want! It is the best option for those who want to read any type of publication such as books, magazines or newspapers.

This app works alright but a recent update has introduced a lot of issues with the interface and it can be buggy on some devices. The issues aren't all that bad though and it still works fine for reading, so it's worth giving a try. More

This app will likely have a selection of free books. However, this is not exclusively for free books, but mainly for paid books and general reading. So this might not be the best app fro this exact purpose. More
